Health insurance policies are normally sold by insurance agents and brokers.  Most people assume agents and brokers are the same, but there are important differences. 

An insurance agent is a salesperson that acts as a sales representative of one insurance company; thus representing that insurer.

Insurance brokers are also salespersons, but they represent more than one company and represent the policyholder/prospective insured/consumer.  Because a broker is able to sell products from different companies, they can work with several insurers to obtain the best coverage for the consumer’s needs at the best price.
